well its hard to tell since i dont know your face shape but im kind of in the same boat ,except for my hair isn't knee length its just about lower back or so . but what i would suggest if you did get it cut that short and you have super long hair then you should donate it locks of love or something that way you'll have the hair cut you wanted and someone else will also be benefiting as well...good luck i hope this helped
it all depends on your face shape in you have more of a rounder face then def. cut it no shorter than your shoulers because if you have a rounder face then short hair will just make it look rounder
but if you have more of a defined facial stucture then you can do whatever
but i guess whateveer you think you would look best with but if you get shoulder length def get plenty of layors
don't cut it too short...a bob is as short as anybody should go it will make you look like an older lady here is a pic of some nice hairstyles..

Eww, your hair must have tons of split ends if it's that long.
If it really is that long, I wouldn't get it cut to something as short as a bob straight away as this is gonna be a really big change and you probably won't like it.
Get it cut to below shoulder length with lots of layers to give it some texture. And add some side bangs to give it a more modern look.

i had long hair like yours once when i was 13 i got it cut so it could spike up it was the worst mistake i ever made it has been 8 months and it only grown 1 1/2 inches since then rust me only cut it to shoulder length
