It's a lot easier to have a bob cut from long hair than to grow from short - with a bob, the outside hair and sides are longer and that takes a LONG time to get from a pixie-ish short cut.
Just dump your head upside down and blow dry from above i.e. blow dry your hair upside down. When it's almost completely dry, turn your head right side up and just use a brush or your hands to turn it under at the bottom; don't work hard with the brush - if you have a good bob cut in the first place it almost automatically turns under, because the very top layer of hair is a little longer.
