Absolutely, a Papillon's coat continually grows. Sometimes, but not always, the coat will grow back thicker. However, it really depends on your dog's pedigree.
A trick used by many show breeders and handlers is to shave down a dog that has a thinner or even a stained coat. Most of my retired show dogs are kept trimmed down to about an inch to an inch and a half in length. It really saves me time grooming, keeping the dogs that are no longer being shown trimmed down.
As far as the amount of time it will take to grow back varies. Papillons that are bathed and conditioned regularly tend to grow coat faster. Dogs that I currently show are bathed and conditioned at least twice a week.If i cut my papillon dogs hair short ,well it grow back as thick and long as be fore?
I don't know about papillon's but my shih tzu is shaved down every summer and his hair grows back just as thick and long as before.
