if it has short layers like that, in sections from behind your bangs, pull it straight up and then tease the section. do this all around the crown only. use lotsa hairspray, then it should look all crazy and hairspray more. then just brush the very top over it in the directions you want. brush those parts smooth but over all the teasing, then what you will see will be smooth but under it will be ratted...and very big.
first of all straighten it. ALOT!! try adding a little gel or hair wax at the roots. then tease your hair at the roots. then hair spray were you teased. i do my hair like this alot but its hard to explain so ill give you a video from youtube.

just like straightenit then use like hairspray and shake your hair a bit then fix it a little
