you don't have to cap all the words by the way, not everything is a title.
Just show that picture to someone that cuts hair, like your stylist. They'll probably get it right or get something similar to it.
P.s - you don't need to be Japanese to get that hair style..
The best advice I can give you is to bring the picture to your hairdresser (the one you usually go to -- this preferably means he/she will NOT cut five inches off when you say two inches...my pet peeve with hairdressers :P) and ask them whether they can do that style for you. Then -watch- as they do it!
It won't turn out exactly the same, you'll still need to learn to style it yourself (I'm pretty sure the guy in that picture used wax or equivalent to get that effect), but at least the cutting bit should be done. :)
