It really depends on how old she is, that changes what would look good on her and what wouldn't. I suggest maybe getting her hair cut to a few inches past her shoulders, just in case she decides she doesn't want such a drastic change. Maybe she could get it layered as well, that looks really nice. It just really depends on how old she is and what she looks like.
If that is what she wants, let her do it. Short hair is more popular right now anyway
