Yes! Most definatly! He's fourteen and sadly not a little boy anymore. He deserves to be able to play around with his look and express himself in different ways. It's great that he doesn't want to hide behind long hair anymore.
Waist length hair is very unusual (not bad) on a boy and you might want to make sure he's being teased of feeling pressure to fit in by changing it.
That's just a thought but chances are he just wants to break out of his childhood hair and get a more mature look. Let him experiment and see how it goes.

He may be growing up and maturing. My friend had two sons. One had short hair and he grew up to be a police officer. The other son always kept his hair long. He turned into a liberal and has never held a job in his life. He went door to door for Obama in 2008 but otherwise all he does is get loaded and play video games.
If that's what your son wants, then go for it.
