ahh.. the cool part about emo hair, is if it doesn't turn out quite right, it might actually look better. but i wouldn't try this at home. i am a stylist and i cut my own hair, but its not an emo style... i would take the pic of what you want to a stylist and let them do it...
and oh yeah...your description doesn't sound emo...it sounds like a mullet!
I wouldn't even try doing it if I were you. I tried it once, and
it didn't come out very well at all. I went to an asian hairdresser
downtown then, and he did it for me.
