You'll know when you're ready to cut it, short hair is sexy on women, totally. I know tons of guys who think so and I get waaay lots of compliments on my hair every time I go out anywhere, and I'm heck of a lot older than you girl. You'll just be like, 'today is the day and that's it I'm doin it!' Go to a really good salon, maybe see if they will do some straight razor cutting on it too gives lots of texture. If you change your mind it grows out fast, take lots of pictures so if you ever get bored with life you can do it again! (think Matrix, and Aonflux, Pink, oh I could go on and on).

long hair is always the best, you can do so much with it.
keep it as long as possible just not too long lool.
layers are always nice but again not too short.
i think fringes always look nicer at the side.

I think you should cut it. Go for something just above the shoulders with lots of layers and bangs. I think you would look really cute in short hair.
Grow it out to slightly longer than shoulder length and leave it straight. You look really nice and I think that hair would make you look even better. You're cute! : )
i think you should get ur hair cut a bit shorter with layers. also i like ur bangs how they are.
